A small Luton-based landlord is seeking a merger partner after the English regulator found “significant liquidity issues” that meant it failed to meet the Governance and Financial Viability Standard.

Amid a series of judgements published today, the Regulator of Social Housing (RSH) has confirmed that Keystage CIC, has now been taken off its ‘gradings under review’ list following a self-referral by the landlord.

Keystage owns and manages 34 supported housing and 14 affordable general-needs social homes. It also has a portfolio of 196 non-social homes across 27 leased properties.

As a result of these issues, Keystage has appointed an interim chief executive and finance director and has already made progress in addressing its financial challenges.

This includes making plans to become a subsidiary of another social landlord through a merger.

The judgement comes after it informed the RSH in December 2025 of significant liquidity issues. The subsequent investigation found weaknesses in the way Keystone managed its financial risks and business planning.

Since then, the regulator said it had been working constructively with Keystage to protect tenants, homes and services.

The RSH said it “will continue its intensive engagement until Keystage addresses its issues”.

“Meeting all regulatory standards is fundamental to maintaining a strong and sustainable sector that can support investment in existing homes and the delivery of more and better social homes.”

The RSH also published regulatory judgements for Melton Borough Council and Look Ahead Care and Support.

Leicestershire-based Melton received a consumer regulation C2 grade in August 2024, but has now been upgraded to C1, having provided evidence to the RSH that it is delivering the outcomes of the Neighbourhood and Community Standard, and the Transparency, Influence and Accountability Standard.

The local authority has demonstrated that it identifies when issues occur and puts plans in place to remedy and minimise recurrence.

For Look Ahead, the RSH confirmed a first consumer grade of C2, alongside a governance grade of G2 and a financial viability grade of V2.

The RSH found that Look Ahead needs to improve health and safety compliance oversight, particularly around meeting legal timelines for addressing hazards such as damp and mould.

The landlord also needs to improve some aspects of its governance arrangements to support continued compliance, specifically in relation to risk management and oversight of landlord health and safety.

It’s the latest round of judgement by the English regulator since its recent Quarterly Survey found a 44% rise in bulk asset sales across the sector, as 72% of landlords forecast net cash outflow up to June 2027.
