A direct channel between entrepreneurs and prosecutors is producing tangible results, but officials stress that every complaint still faces a legal review.
The StopPressure platform, designed for direct communication between businesses and prosecutors, has already received 287 reports from entrepreneurs.
According to the Office of the Prosecutor General, as of July 27, 2026, the platform had received 287 submissions. Of these, 281 have already been reviewed. As a result of the reviews, prosecutors found grounds for intervention in 57 cases and took the necessary measures to restore the violated rights of business entities. In effect, one in every five submissions resulted in concrete action aimed at protecting businesses.

In particular, in 12 cases, information was entered into the Unified Register of Pretrial Investigations regarding possible unlawful actions by law enforcement officers. In another 15 criminal proceedings, decisions were made to close the cases.
At the same time, no grounds for prosecutorial intervention were found in 224 cases, and this is also an important result. The platform does not operate on the principle of automatically granting every request. Each report undergoes a comprehensive review, and decisions are made exclusively on the basis of the law, the factual circumstances, and the available evidence.

Following an additional review, the arguments set out in the submissions were not confirmed. At the same time, the applicants declined to file reports of criminal offenses or provide additional explanations or information necessary for further verification.

Businesses most often turn to the StopPressure platform for three reasons: the unjustified seizure or prolonged non-return of property and funds; the unjustified imposition of seizures that effectively block a company’s operations; and delays in pretrial investigations, when criminal proceedings have no procedural prospects for years but continue to negatively affect the business’s operations.
Response times and property recovery
According to Svitlana Lytvyn, the average time for reviewing submissions through the platform is 12 days, which is crucial: when a company cannot fully use its property, accounts, or assets, every day of delay can result in significant financial losses. That is why the response must be lawful, objective, and as prompt as possible.
As a result of prosecutorial measures, owners had property returned that had been seized during investigative actions or held for an extended period without sufficient legal grounds, with a total value of more than UAH 107 million. “The returned property included funds, including foreign currency, precious metals in bullion, medical transport vehicles, agricultural machinery, production equipment, passenger cars, computer equipment, mobile phones, data storage devices, and other tangible assets necessary for conducting business activities,” explained a representative of the Office of the Prosecutor General.

Lytvyn noted that if an entrepreneur’s property and funds are not returned for an extended period after a search, if their bank accounts have been unjustifiably frozen, or if criminal proceedings remain under investigation for years while continuing to restrict their business operations, they should not wait until the problem reaches a critical stage. Instead, they should submit a report through the platform, where the circumstances can be promptly reviewed and, where grounds exist, their violated rights restored.
According to Lytvyn, the most important measure of effectiveness for the Office of the Prosecutor General is not the number of submissions but businesses’ trust in this mechanism. “Entrepreneurs can see that when their rights are violated, they can count on a prompt, impartial, and professional response from the prosecution authorities,” said a representative of the Office of the Prosecutor General.
Lytvyn emphasized that the Office of the Prosecutor General supports the principle that crimes must inevitably be punished and consistently upholds the right of legitimate businesses to operate free from unjustified pressure. She expressed her conviction that a strong, protected business sector is one of the key factors in Ukraine’s economic resilience and our shared victory.
