During the working session, the supervisory delegation focused on surveying the management and use of office buildings, land, vehicles, machinery, equipment, and other public assets; and also noted the achievements, difficulties, obstacles, and recommendations of the locality for compilation and reporting to the competent authorities.
According to a report from the People’s Committee of Bao Vinh Ward, after the merger, the locality has completed the handover of 100% of public assets, ensuring the smooth operation of the two-level local government. Currently, the ward manages 42 properties; of which 39 continue to be used, and 3 are under review for adjustment and conversion of function, but are still managed and exploited without waste.
Regarding fixed assets, the ward currently manages 2 automobiles and 219 pieces of machinery and equipment; of which 212 assets are being used effectively, and 7 damaged assets have been listed for liquidation in accordance with regulations. The management and use of official vehicles are carried out according to standards and norms, with no cases of misuse.
However, the locality also reported some difficulties such as: 5 properties (houses and land) have not yet been granted land use right certificates; some buildings are dilapidated but lack funding for repairs; and the legal documents for some assets formed over previous periods are incomplete, causing difficulties in completing procedures. The People’s Committee of the ward requested the city to allocate funds for repairing dilapidated buildings; and for relevant departments and agencies to continue guiding the arrangement, transfer, and liquidation of public assets and support the completion of land cadastral records for properties that have not yet been granted land use right certificates.

Speaking at the working session, Huynh Viet Cuong, Head of the Economic and Budget Committee of the City People’s Council and Head of the monitoring team, emphasized: The management and use of public assets is an important task, especially in the context of administrative unit restructuring. The team requested the locality to continue proactively reviewing all plans for managing, using, and disposing of public assets; complete legal documents, and promptly report any difficulties to relevant departments and agencies for guidance and resolution.
At the same time, departments and agencies need to strengthen coordination, proactively support and guide localities in resolving difficulties, accelerating the arrangement, transfer, and liquidation of public assets, and completing related legal procedures. Localities also need to expedite the liquidation of damaged assets, strengthen inspections of asset usage status, and prevent the situation of assets being left idle, deteriorating, or being used for the wrong purpose, contributing to preventing waste and improving the efficiency of public resource utilization.
The opinions and suggestions from the localities will be compiled by the monitoring team and reported to the competent authorities for consideration and resolution.

According to a report from the People’s Committee of Thong Nhat Commune, after the administrative reorganization, the locality has rearranged and reorganized working offices and public assets, ensuring the stable operation of the administrative apparatus and meeting the requirements of task performance. Currently, the commune manages 45 offices and facilities with a total land area of over 210,000 m² and a construction floor area of over 89,000 m²; all facilities have been allocated to agencies and units for use. Regarding fixed assets, the commune received 584 assets, of which 524 continue to be used, and 60 assets that are damaged or have reached the end of their depreciation period are undergoing procedures for disposal according to regulations.

According to the People’s Committee of the commune, the locality still faces difficulties because the original cost, useful life, and remaining value of many machines and equipment were not determined upon handover, while many assets were damaged but lacked information to develop a plan for disposal and liquidation…
During the meeting, the members of the supervisory delegation exchanged views and clarified several issues related to the management and use of public assets; they also requested that the locality continue to review and improve the documentation and plans for managing and disposing of assets in accordance with regulations.
Speaking at the monitoring session, Huynh Viet Cuong, Head of the Economic and Budget Committee of the City People’s Council, emphasized: The management and use of public assets is a very important task in accordance with the Central Government’s policy. Strengthening supervision is of practical significance in helping units understand the regulations correctly and fully, and promptly detect and correct shortcomings in the implementation process.

Based on that, the Head of the Supervisory Delegation requested the People’s Committee of Thong Nhat Commune to seriously consider the contributions made at the meeting to supplement and finalize the report; and at the same time, review all surplus assets to develop a specific plan for handling them, focusing on resolving obstacles to definitively address the issue. During the implementation process, the People’s Committee of the commune should proactively connect with the Department of Finance, the Department of Agriculture and Environment, and other relevant units to receive professional support.
The leaders of the Economic and Budget Committee of the City People’s Council also requested the Standing Committee of the Commune People’s Council to continue strengthening supervision to help the Commune People’s Committee detect and address existing problems promptly from the outset.
